**Project Description:**
The World Bank-supported project aims to provide relief and support recovery to MSMEs by strengthening access to finance. It consists of four components:
1. Financial relief and recovery for MSMEs
2. Digital payments & financial infrastructure upgrading
3. Project management and Monitoring
4. Contingent Emergency Response Component
Sub-component 1.4 focuses on providing technical assistance to MSMEs for post-COVID adaptation, including digital transformation. This sub-component also aims to assess the feasibility of scaling managerial capability and digitization programs in Georgia and pilot activities for creating a local market for firm consultancy services. Enterprise Georgia (EG) will establish Growth Hubs in regional centers to facilitate this support.
**Objectives of the Assignment:**
To support the implementation of Subcomponent 1.4’s digitalization component, aligning with EG’s digital transformation agenda and Growth Hub service portfolio. The expert will facilitate digital transformation among MSMEs through the Growth Hub network by conducting digital diagnostics, recommending solutions, supporting implementation, and contributing to knowledge development.
**Scope of Work:**
The Digital Transformation Expert will report to the Consulting Services & Business Skills Development Manager and coordinate with EG’s Strategic Development Unit. Key responsibilities include:
* Conducting digital maturity assessments and developing tailored digitalization plans for MSMEs.
* Providing technical support to MSMEs during the rollout of digital tools.
* Building the capacity of Growth Hub staff and partner consultants in digital diagnostics and support.
* Identifying and maintaining a roster of credible technology vendors and digital service providers.
* Recommending appropriate technology platforms for MSMEs.
* Developing and updating methodologies for assessing digital maturity and creating sector-specific roadmaps.
* Creating and maintaining a catalog of digital tools, platforms, and providers in the Georgian market.
* Collaborating with project partners and internal teams.
* Participating in educational and awareness-raising activities on digital literacy and transformation.
* Engaging with MSMEs and providing guidance throughout the digitalization process.
* Monitoring the adoption and effectiveness of digital solutions and recommending sustained impact strategies.
* Contributing content and input for project progress reports related to digitalization.
* Performing other related tasks as assigned.
* Providing data and inputs on digitalization activities for project monitoring and evaluation.
**Reporting and Deliverables:**
* Monthly contributions to project progress reports.
* Quarterly summaries of digitalization results.
* Maintenance and quarterly updates of a catalog of vetted digital tools and solution providers.
* Documentation of digital maturity assessments and sector-specific roadmaps.
* Reports on post-implementation monitoring.
* Individual Digitalization plans for each assessed MSME.
* Other deliverables or briefings as requested by management.
* Documentation and sharing of case studies on MSME digital transformation.
**Facilities and Services Provided by the Client:**
Office space, facilities, office equipment, communication, and necessary information and documents.
**Qualification and Experience:**
* Bachelor’s degree in Information Technology, Computer Science, Business Administration, or a related field.
* At least 5 years of work experience in a relevant position.
* Practical experience in implementing modern technologies.
* Experience preparing analytical and performance reports related to digital adoption or SME support.
* Experience in the digitalization of small and medium-sized enterprises.
* Ability to collaborate effectively with teams.
* Fluency in Georgian and strong command of English is preferred.
**Duration:**
Full-time, one-year employment contract with the possibility of extension based on satisfactory performance.
**Estimated Gross Monthly Salary:**
GEL 5,000.00 (subject to negotiation).
**Selection Process:**
Individual consultant will be selected according to World Bank’s “Procurement Regulations for IPF Borrower”.
