Government of Georgia and the World Bank jointly developed a new investment project in Georgia`s rural sector – Georgia Resilient Agriculture, Irrigation, and Land (GRAIL) Project. The total cost of the Project is 138, 600 mil EURO which is equally split (50/50) between IBRD and the State budget of the Government of Georgia.

The Project Development Objective (PDO) is to: (a) improve irrigation, and drainage services, and agricultural production in project areas, and (b) strengthen national irrigation and land management institutional capacity for climate resilient planning.

The primary beneficiaries of the Project comprise farmers and agricultural enterprises across the project targeted regions. Overall, the rural population will benefit from enhanced services provided by land management, irrigation services, and agricultural support. In the public sector, the Project will support institutional strengthening of the Ministry of Environmental Protection and Agriculture (MEPA), including Georgian Amelioration (GA), the National Environment Agency (NEA), Rural Development Agency (RDA), and National Agency for Sustainable Land Management and Land Use Monitoring (LMA).

The Project will enhance land administration service delivery and support building digital infrastructure by enhancing National Agency of Public Registry (NAPR)`s information technology systems, development of e-services and further support NAPR`s effort in operationalizing of National Spatial Data Infrastructure (NSDI).

Project has a strong focus on climate resilience and rural livelihoods through a holistic and integrated approach. It will include the following components:

Component 1: Resilient Irrigated Agriculture, divided into three sub-components: 1) Subcomponent 1.1: Irrigation & Drainage Infrastructure Rehabilitation and Modernization; 2) Subcomponent 1.2: Irrigated agriculture and value chain development; and 3) Subcomponent 1.3: Improved Performance of Irrigation Service Delivery.

Component 2: Improved Land Management Capacity, comprising of two sub-components: 1) Subcomponent 2.1: Strengthening of agricultural land management and monitoring; and 2) Subcomponent 2.2: Enhancement of the land administration service delivery and building digital governance infrastructure.

Component 3: Project Management, which will finance two Project Implementation Units that will be responsible for project management: One Project Implementing Unit (PIU) is established within MEPA, which is responsible for management of Component 1 and Subcomponent 2.1. The second PIU is established within the NAPR, the Project Implementing Entity and will be responsible for implementation of Subcomponents 2.2 and 3.2.
Sub-component 2.2 – Enhancing land administration service delivery and building digital governance infrastructure by:
enhancing NAPR`s information technology systems, particularly the IPRS by focusing on upgrading of the core cadastre and registration systems, development of selected e-services through innovative technologies to further improve NAPR customers` experience; and
Designing, developing, and deploying of the National Spatial Data Infrastructure by NAPR in collaboration with other institutional stakeholders including by focusing on capacity building, training, knowledge sharing and incorporating best international practices.

Scope of Work and Responsibilities:

The Chief Technology Officer (CTO) assumes a vital role in managing and overseeing the GRAIL project software development team. CTO will provide technical leadership, strategic direction, and resource management for the project`s software development efforts. The role involves developing and delivering secure, scalable, and innovative software solutions. CTO will collaborate closely with Chief Product Officer (CPO), Project System Architects, NAPR IT department and relevant cross-functional stakeholders and will shape and drive the project`s development agenda. CTO Reports to Project Manager.

CTO shall have following key responsibilities:

Technical Leadership:

** Define and drive the overall development strategy and architecture, ensuring alignment with business goals while accelerating innovation and service delivery.
** Design, develop, and implement scalable, reliable, and secure digital systems, software and products.
** Actively contribute to core development, including building key modules, frameworks, automation tools, and proof-of-concepts.
** Facilitate the establishment of development standards for coding, documentation, version control, and security practices.
** Collaborate actively with the CPO in documentation and knowledge management activities by supporting the development and application of a standardized documentation framework by development teams, directing development team to maintain and update documentation in the timely manner based on the development cycles and project needs.
** Implement testing, continuous integration / continuous delivery and monitoring practices to ensure quality and architectural excellence.

Development Management:

** Oversee the developer onboarding process and ensure that new team members have clear understanding of their roles and responsibilities within the development team. Provide support during the initial stages, explain the overall work culture and facilitate development of work synergies between the new and existing staff. Provide regular check-ins with the team members to complete the onboarding process and their integration into the new work environment.
** Manage and optimize the resources of the development team, including workload distribution, performance evaluation, and career development.
** Mentor and coach engineers and developers, fostering a culture of collaboration, innovation, and continuous learning.
** Lead agile software development cycles, code reviews, regression testing, and cross-platform integration.
** Support proposal development and lead project execution, including defining activities, tasks, timelines, and resource needs.
** Set and monitor product release schedules, ensuring timely delivery and high quality of releases.
** Monitor and implement actions aimed at enhancing the development team`s performance.
** Keep the Project Manager up to date of progress, risks, and capacity needs, and recommend corrective measures to ensure timely and high-quality delivery of outputs.
** Ensure that product launches are carried out through comprehensive pre-launch testing and documentation, controlled and staged deployment with real-time monitoring and support, and post-launch bug management and performance analysis. Process should be in full compliance with security standards, regulatory requirements, and clearly defined team responsibilities.
** Stakeholder Engagement & Collaboration
** Transform business, and architectural requirements into reliable and scalable software solutions.
** Work closely with System Architects to ensure architectural integrity and technical alignment with the NAPR systems.
** Collaborate actively with relevant Grail Project/NAPR stakeholders, technical and legal teams to analyze and meet there strategic requirements.
** Collaborate with the CPO in the development of the relevant action plans and related project budgets.
** Communicate technical strategies and software solutions clearly to NAPR/Project Management, World Bank, business representatives and external stakeholders.

Risk Management:

Identify, assess, and mitigate technical risks, ensuring continuity and resilience in software development projects.
Proactively identify opportunities for innovation and performance optimization in development practices and product features.

Capacity Building and Sustainability:

** Facilitate transfer of product knowledge to NAPR staff and institutional teams to support sustainability post-project operation.
** Facilitate the development of user manuals, standard operating procedures and onboarding materials in collaboration with the Business Analysts and relevant project staff.

Qualifications, experience, and skills:

Chief Technology Officer shall have the following qualifications, experience, and skills:

** Minimum Bachelor`s Degree in Computer Science, Software Engineering, Information Systems, Information Technology and 8 years of relevant work experience. : Candidates without a university degree may also be considered, provided they have at least 12 years of demonstrated, verifiable, and relevant IT work experience;
** Experience in leading and delivering complex projects collaborating with multiple technology partners and business partners;
** Extensive experience on design and development of software/digital platforms and applications;
** Experience working with Oracle and PostgreSQL DBMS.
** Hands-on experience with programming languages: Oracle PL/SQL; OCI Library; Java, PHP, JS/NodeJs; Front-End languages (e.g. HTML, JavaScript, and CSS).
** Proficiency in using Git or SVN for version control.
** Strong knowledge of HTML/CSS, ES6 (variables and scoping, array methods), CI/CD tools, DevOps, performance testing frameworks like Mocha, Node + NPM.
** Experience working with UI automation.
** Hands-on understanding of architecture and operations of available and scalable web service.
** Experience in API Development using SOAP or REST, JSON and XML.
** Experience in software development using Eclipse/MyEclipse, Visual Studio Code, JetBrains IntelliJ or any major Java IDE.
** Proficiency in JavaScript and JS technologies (e.g., Node.js, React, Angular)
** Proven experience working in agile software development environments and familiarity with agile methodologies (e.g., Scrum, Kanban).
** Familiarity with digital product lifecycle management tools (e.g., Jira, Confluence, SharePoint).

Duration:

Duration of the assignment is 12 months

The attention of interested Consultants is drawn to paragraph 3.14 “Conflict of Interest” of the World Bank`s Guidelines: World Bank`s “Procurement Regulations for IPF Borrower, July 2016, revised November 2017, revised August 2018 and revised November 2020”, setting forth the World Bank`s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any remuneration in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the client under the contract. The contract shall include provisions limiting future engagement of the consultant for other services resulting from or directly related to the firm`s consulting services in accordance with the requirements of paragraphs 3.16, 3.17 and 3.18 of the Guidelines.
